Hi Mike; Did you have the piston set on TDC on compression stroke? You can set the piston TDC on exhaust stroke and that will give you very different results. When they say "wiggle" the rockers, that means to feel play on both rockers, that can only occur on compression stroke because all valves are shut and therefore the rockers are loose, while on exhaust stroke the exhaust valve is open and therefore no play on the rocker. Set the piston on top, check both rockers for play, then set valves at (.003in to .005in or .08mm to .13mm) One thing about noisy valves, they don't burn. Quiet valves could be burning because they may not be fully closed.
